Establishes a tax credit for individuals who serve or are employed as a direct support professional, or direct care worker, up to five thousand dollars for taxpayers who make less than fifty thousand dollars and phased out for individuals who make over one hundred thousand dollars.
Establishes the safe water and infrastructure action program for the purpose of making payments toward the replacement and rehabilitation of certain existing local drinking water, storm water and sanitary sewer systems; applies to any county, city, town, village or public authority drinking water system, storm water system or sanitary sewer system within the state that is not under the maintenance and/or operational jurisdiction of a private entity.
Establishes the nutrient inactivant application permit to allow for the use of products used for controlling phosphorus levels in lakes or ponds to prevent and inhibit harmful algal blooms.
Establishes tuition awards for members of the reserved armed forces of the United States; provides eligibility for such tuition benefit shall be determined by the education services offices of the division of military and naval affairs; restricts such tuition benefit to legal residents of the state; establishes a tuition award account.
Enacts the "fairness in cooperative homeownership act"; regulates the submission and determinations of applications for ownership of cooperative apartments.
Requires all public and private schools to provide financial literacy education to pupils in grade eleven; directs that certain topics be covered in such educational program.
Requires minors under 18 years to attend school on a full-time basis, unless such minor is seventeen or older and enrolled in a vocational or occupational education program, with the consent of the school district and the person in parental relation with the minor; requires such minor must enroll in GED course until age of 19 years, if the person leaves school.
Enacts the New York state nursing shortage correction act; establishes the New York state nursing recruitment incentive and retention program; defines terms; provides for tuition benefits and the reimbursement of student loans if a person is a registered and licensed nurse; provides that SUNY and CUNY shall pay for a person's education if such person signs a contract stating that such person shall work in New York state as a registered nurse; makes related provisions; establishes the New York state nursing recruitment incentive and retention account.
Directs the public service commission in consultation with NYSERDA to conduct a full cost benefit analysis of the technical and economic feasibility of renewable energy systems in the state of New York and to compare such directly with other methods of electricity generation within nine months after the effective date and every four years thereafter.
