Commemorating the 224th Birthday of William H. Seward, former New York State Senator, former New York State Governor, former United States Senator, former United States Secretary of State, and purchaser of Alaska
Relates to the statute of limitations for certain deed theft actions; revives such actions otherwise barred by the existing statute of limitations and states who may bring such actions; grants trial preference to such actions; directs the chief administrator of the courts to promulgate rules for the timely adjudication of certain revived actions.
Requires municipalities to submit a multi-year financial plan to the comptroller which shall identify actions necessary to achieve and maintain long-term fiscal stability.
