Requires the state to participate in the United Nations human rights council's universal periodic review by submitting a report in the capacity of a subnational stakeholder.
Enacts the nursing education support act to allocate additional funds to nursing programs at community colleges across New York state to expand capacity, improve program quality, and ensure a robust pipeline of skilled nurses to meet the state's healthcare needs.
Requires food service establishments to permit the use of reusable beverage and food containers provided by customers when requesting a beverage refill or requesting leftovers from a partially consumed meal to be packaged and post signs to inform customers that they are permitted to do so.

Requires an operator of a covered platform with at least one million users to ensure that its covered platform provides a process to allow law enforcement agencies to contact such covered platform, which shall provide continuous availability of such process; provides that an operator of a covered platform with at least one million users shall comply with a search warrant within seventy-two hours of receipt under certain circumstances; provides that a court may extend the time for compliance with a search warrant under certain circumstances.
Enacts the "NY broadband resiliency, public safety and quality act" to provide for oversight of the resiliency, public safety and quality of broadband and voice over internet protocol service.
Provides for requirements for the appointment of a guardian for personal needs or property management; requires financial institutions to provide all necessary bank statements for a Medicaid application to a requesting department of social services or other state or local agency administering public assistance or medical assistance within a reasonable amount of time of receipt of such request; requires a banking organization, branch in this state of an out-of-state bank or foreign banking corporation to provide such records within thirty days of receipt of such request.
Codifies certain regulations of the workers' compensation board relating to access to prescription medication and coordination with workers' compensation board regulations governing network pharmacy use; requires the workers' compensation board to file a report on out-of-network pharmacy use within 3 years of the effective date.
Prohibits unregulated pregnancy centers from requiring clients, as a condition of service, or making it reasonably appear to be a condition of service, to disclose certain information relating to their medical history, sexual history, relationship to the other parent of the potential baby, or insurance or financial information.
Provides that contractors and subcontractors to cable television companies who are assessed penalties for two separate violations of payroll reporting requirements shall be ineligible to submit a bid on or be awarded any public work contract with the state, any municipal corporation or public body for five years; provides that cable television companies shall be subject to the requirement that workers on certain excavation projects be paid not less than a prevailing rate of wage.
Requires the office of children and family services to promulgate regulations for training requirements for child protective services workers assigned to a multidisciplinary investigative team; amends the effectiveness of certain provisions relating thereto.
Provides that mifepristone or misoprostol may be dispensed without the name and address of the dispenser and patient included on the prescription label.
