Establishes a pilot program on the referenced rate for prescription drugs; relates to reducing the cost of prescription drugs by establishing maximum wholesale drug prices that are the same as the prices in Canada.

Relates to certifying instructors in small arms practice; provides that after December 31, 2028 individuals certified as an instructor in small arms practice shall seek recertification subject to the standards and curriculum promulgated by the division of criminal justice services.
Establishes energy efficiency measures by the public service commission and NYSERDA including requiring utilities to hire and train employees who are from priority populations or living in areas designated as environmental justice communities.
Relates to conditional release for eligible offenders who complete post-secondary degrees or programs; provides release twelve months before the completion of the controlling minimum period of imprisonment for eligible offenders who complete post-secondary degrees or programs.
