Requires at least one full-time guidance counselor to be employed in each elementary, intermediate, middle, junior and senior high school throughout the state; sets duties of guidance counselors.
Provides that cities having a population in excess of one million shall not supersede state provisions relating to the state law prohibition on individuals standing or parking a vehicle within twenty feet of a cross walk at an intersection.
Enacts the "Empowering People in Rights Enforcement (EMPIRE) Worker Protection Act"; relates to the delegation of state enforcement authority to private actors; authorizes an affected employee, whistleblower, representative organization or an organizational deputy to initiate a public enforcement action on behalf of the commissioner for certain provisions of the labor law, or any regulation promulgated thereunder.
Requires the board of education and the trustees or sole trustee of every school district to establish policies and procedures regarding the treatment of transgender or gender non-conforming students.
Establishes an assumption of the inadmissibility of evidence of a defendant's creative or artistic expression against such defendant in a criminal proceeding; requires the proffering party to affirmatively prove that the evidence is admissible by clear and convincing evidence.
Requires a caller making a report of suspected child abuse or maltreatment to the central register to leave their name and contact information; prohibits the office of children and family services from releasing information identifying a person who made such a report.
Requires the state comptroller and the comptroller of the city of New York to coordinate the scheduling and performance of audits of charter schools in the city of New York.
Provides that in any jurisdiction in which a party is eligible under local law for free legal counsel, if such party has in good faith attempted to secure such counsel and is unable to obtain counsel through no fault of their own, the court shall adjourn the trial of the issue for consecutive periods of not less than fourteen days each until the party is able to secure counsel.
Lowers the voting age to 16 years; requires that students receive education in civics and be given the opportunity to register to vote in the classroom.
Relates to the rights of sexual assault survivors during the investigative process; establishes a task force to study and assess sexual assault survivors' rights and services.
