Establishes performance-based service standards and oversight mechanisms for gas and electric utility customer assistance centers to ensure high-quality customer care, emergency response capacity, and consumer protection.
Creates an office to residential conversion tax credit which shall be administered by the empire state development corporation; creates a historic preservation rehabilitation office to residential conversion tax credit which shall be administered by the state historic preservation office.
Directs the commissioner of education to develop curriculum for firearm safety classes in schools; provides for schools to be able to provide firearm safety instruction which can be used to obtain a hunting license.
Authorizes the New York Liquidation Bureau to establish a program to evaluate and reimburse eligible local educational agencies for monetary liabilities arising from civil claims or settlement agreements related to certain acts that occurred during a period covered by a liability insurance policy issued by an insolvent insurer.
Authorizes the office for the aging to establish, operate and maintain programs for transportation services, or to contract with counties, cities, towns, villages, school districts or public or private nonprofit corporations, associations, institutions, or agencies concerned with the aging, for the operation and maintenance of such programs.
Provides that the thruway authority shall issue permits for ambulances and fire vehicles exempting such vehicles from paying tolls on the thruway when engaged in an emergency operation.
