Authorizes the office for the aging to establish, operate and maintain programs for transportation services, or to contract with counties, cities, towns, villages, school districts or public or private nonprofit corporations, associations, institutions, or agencies concerned with the aging, for the operation and maintenance of such programs.

Establishes a medical cost-of-living adjustment and utility bill relief for senior citizens based on documented medical necessity; provides that any gas or electric corporation operating within the state shall, in coordination with the department and the office of temporary and disability assistance, establish a medical cost-of-living adjustment program for residential customers aged sixty-five years or older who incur documented medical expenses necessary to maintain or preserve life or basic bodily function.
Establishes the office of nonprofit development within the empire state development corporation to assist nonprofit organizations with business development, capacity building, technical support and education.
Prohibits electric corporations and gas corporations from passing along costs or increasing charges to ratepayers as a result of increased costs incurred due to the building or operation of a data center except to those ratepayers involved with or associated with the building or operation of such data center or semiconductor fabrication plant.
