Requires that any proposed capital expenditure to be considered in any matter affecting a major change in rates must be described by the utility and shall include the purpose, cost, and benefits to the ratepayers and shall be posted on the PSC website.
Provides that no party within the chain of distribution of food and food products shall sell or offer to sell any such goods for an amount which represents an unconscionably excessive price; provides a legal remedy; authorizes the attorney general to promulgate such rules and regulations.
Prohibits any person or entity from spreading sewage, wastewater or soil amendment products containing sewage, wastewater, or compost from sewage sludge on lands in the state or from selling or distributing the same; requires that penalties from violations be deposited into the environmental protection fund.
