Provides that the New York labor law shall be construed liberally for the accomplishment of its remedial purposes, regardless of whether similarly-worded provisions of federal laws or regulations have been or continue to be construed otherwise.
Enacts the "NY broadband resiliency, public safety and quality act" to provide for oversight of the resiliency, public safety and quality of broadband and voice over internet protocol service.

Establishes a persistent domestic violence offender registry of individuals convicted of multiple domestic violence offenses, which is available for public inquiry.
Establishes a nonprofit news media jobs grant program within the newspaper and broadcast media jobs program to provide grants to support certain nonprofit media organizations which increase employees.
Provides that beginning in the 2026-2027 academic year, certain graduate students shall be required to pay 25% of all current and future mandatory university fees; provides that in the 2027-2028 academic year and thereafter, no mandatory university fees shall be charged to certain graduate students and adjunct staff, with the exclusion of the graduate student association student activity fee.
Requires covered employers to provide notice to certain affected employees prior to any technological displacement; requires reporting; requires a workforce transition period; makes related provisions.
Removes residency requirements for persons holding the office of assistant district attorney for the county of Ulster; provides that a person holding such office may reside in Ulster county or an adjoining county within the state.
