Defines "portable solar generation device"; exempts portable solar generation devices from interconnection or net metering requirements; requires the state energy conservation construction code to allow for portable solar generation devices to be connected to a building's wiring through an electrical outlet.
Requires any person, firm, association or corporation selling or leasing bicycles with electric assist and electric scooters in NYS to affix front and rear lights.
Provides that the prescribing, dispensing, or receipt of mifepristone or any drug used for medication abortion shall not be considered a criminal conversion act under certain circumstances; provides that mifepristone or any drug used for medication abortion shall not be deemed to be adulterated or misbranded under certain circumstances.
Repeals certain provisions of law relating to the use of tax funds collected by the county of Orange, which permits Orange county to distribute all of its sales and compensating use taxes to the municipalities thereof.

Requires an insurance company which owns a health care provider to pay any health care provider which it does not own an amount that is no less than the amount that it pays a health care provider which it does own for a comparable service; prohibits an insurance company which is owned by a health care provider from paying any health care provider which does not own such insurance company an amount that is less than the amount that it pays a health care provider which does own such company for a comparable service.
Prohibits the public service commission from approving a rate increase that entails a return on equity for capital projects that is above the prevailing ten-year treasury rate plus one percent.

Establishes a real property tax exemption for certain property owners who reside full-time on such property in certain counties; requires that such owners occupy such property as their primary residence and are enrolled in or eligible for the STAR exemption or that such owners rent to a tenant for a term of at least twelve months and such tenant occupies such property as their primary residence.
