Strengthens protections against discrimination, harassment, and bullying based on actual or perceived immigration status, and to improve implementation and oversight under the Dignity for All Students Act.
Enacts the nursing education support act to allocate additional funds to nursing programs at community colleges across New York state to expand capacity, improve program quality, and ensure a robust pipeline of skilled nurses to meet the state's healthcare needs.
Requires the department of civil service to allow municipalities to post municipal employment positions on the department of civil service's state jobs website; requires such municipal employment opportunities to be posted in a format searchable by municipality and employment position type.
Directs the department of financial services, in consultation with the department of transportation to conduct a study and prepare a report on the fair market value of labor rates for services covered under motor vehicle insurance policies.
Establishes a pilot program in partnership with a nonprofit organization to improve equity and efficiency in housing for people with developmental disabilities by encouraging shared housing.
Requires an operator of a covered platform with at least one million users to ensure that its covered platform provides a process to allow law enforcement agencies to contact such covered platform, which shall provide continuous availability of such process; provides that an operator of a covered platform with at least one million users shall comply with a search warrant within seventy-two hours of receipt under certain circumstances; provides that a court may extend the time for compliance with a search warrant under certain circumstances.
Authorizes the commissioner of health to establish nursing facility transition and diversion Medicaid waiting lists per designated waiver region, once the federally approved capacity for the waiver is reached.
Provides a rebuttable presumption relating to recertification as a minority and women-owned business enterprise if there is no change in the ownership or capital contribution relied upon for certification of the enterprise and no material change in the nature or management of the enterprise from the time of approval of the previous minority and women-owned business enterprise certification.
Prohibits the sale of kratom to individuals under the age of twenty-one; prohibits the sale or dissemination of information recorded during transaction scans; imposes a civil penalty of not more than five hundred dollars for the sale or provision of kratom to any person under the age of twenty-one; repeals certain provisions relating thereto; repeals certain provisions requiring a study on kratom; relates to the effectiveness of a chapter of the laws of 2025 relating to prohibiting the sale of kratom to persons under the age of 21.
Allows the removal of criminal actions to a mental health court in an adjoining county and provides for the reversion to the original court of record where the defendant fails to comply with or complete the mental health court program.
Grants peace officer status to security officers employed by Albany Memorial Hospital, Samaritan Hospital, and St. Peter's Hospital when acting pursuant to their special duties on the grounds or premises owned, controlled or administered by any such hospital or any of its subsidiaries.
