Requires the division of statewide planning coordinate a wastewater capacity study to evaluate the capacity, flows, physical conditions, regulatory compliance and vulnerabilities to natural hazards of publicly/privately owned wastewater infrastructure.
Enacts the RI individual market affordability act of 2026 to establish a program to help reduce out-of-pocket costs for low- and moderate-income consumers enrolled in individual health insurance coverage through the RI health benefits exchange.
Provides that the cost of maintaining and repairing or restoring an easement or right-of-way shall be shared by each owner of a benefited property and their costs shall be determined by and commensurate with the municipal appraisal of each property.
Creates legal cause of action for persons/insurers to recover losses resulting from climate disaster against petroleum product producers based upon strict liability for deceptive/false statements as to climate impacts.
Amends the state building code and would require that the state adopt the 2024 International Residential Code and prohibit the state building committee from adopting amendments for one to four residential dwelling units until 2030.
Establishes a statewide "healthy school meals for all" universal school breakfast and lunch program in Rhode Island public schools phased in over 3 years.
Authorizes the use of campaign funds for security related expenses, including home and office security systems and ongoing monitoring, in response to threats arising from their public service or candidacy.
Changes the application to purchase a firearm. Further, this act would require all persons seeking to possess a firearm except for police and military personnel to complete and pass a basic firearm safety training course.
