Commencing January 1, 2027, mandates insurers provide health insurance coverage without cost-share requirements for vaccinations recommended by the DOH and mandates the coverage for the medical assistance program and managed care organizations.
Authorizes the department of environmental management to issue and enforce rules and regulations to implement and enforce the provisions of the food waste ban.
Provides that where the administration, use, or maintenance of epinephrine within schools and on buses is authorized, this use includes epinephrine delivery devices approved by the United States Food & Drug Administration and epinephrine nasal sprays.
Requires the EOHHS to amend the state Medicaid plan and secure sufficient state general revenue to increase Medicaid payment rates to an amount equal to one hundred thirty percent (130%) of Medicare rates for outpatient clinical pediatric services.

Directs middle and high schools which issue student identification cards to include on those cards on or before September 8, 2026, contact crisis telephone numbers for suicide prevention and substance use disorder prevention.
Creates process for individual to voluntarily be either temporarily or indefinitely added to a list restricting their rights to purchase or possess firearms. Adds civil fines and misdemeanor for violations.
Permits a nurse who has the appropriate knowledge, credentials and clinical competency, to provide home services foot care, which includes routine foot and nail care, as well as implementing a plan of care that includes hygiene and fingernails.
