Establishes clean energy goals of reducing the annual total of vehicle miles traveled within the state by 20% by the year 2050; requires state and local highway projects to comply with reductions to vehicle miles traveled targets.
Enacts the Health Care Nondiscrimination Act; requires insurance coverage and health plans to implement equality and non-discrimination between licensed health care providers; requires fee parity between different classes of licensed providers providing the similar or like-kind services; requires practitioners to discuss and refer or prescribe non-pharmacological treatment alternatives before prescribing an opioid treatment; allows any licensed health care provider to perform certain services, including certifying disability and employment by school districts; provides for enforcement and penalties.
Requires comprehensive coverage for treatment of obesity, including coverage for prevention and wellness, nutrition counseling, intensive behavioral therapy, bariatric surgery, and FDA-approved anti-obesity medication.
Relates to the general civil penalty of the environmental conservation law; provides that in addition to the fines, such person may be enjoined from continuing such violation and any permit or certificate issued to such person may be revoked or suspended, or a pending renewal application may be denied.
Relates to unlawful dealing in real property, when a person uses material governmental information, which such person knows or has reason to know is non-public, to purchase or sell real property; makes such offense a class A misdemeanor.
Prohibits the retail sale of spices that exceed lead level limits; defines spices and types of spices; establishes acceptable lead limits for various types of spices.
Prohibits the use of drilling fluids, brine and flowback water from gas or oil wells, pools, or fields on any highway for any purpose including but not limited to de-icing or dust suppression.
Requires Medicaid to cover gender-affirming care regardless of federal funding; prohibits discriminatory practices by health care entities including hospitals, certain professionals, and insurers; requires insurance coverage for services or treatments for gender dysphoria or gender incongruence.
Limits retaliation against incarcerated individuals following the filing of a grievance, by requiring more than the oral or written statement of the subject of a grievance filed by an incarcerated individual for the purposes of finding such incarcerated individual guilty at an evidentiary or disciplinary hearing for misbehavior.
Excepts crimes related to sex offenses, crimes against elderly or disabled persons and crimes related to sexual performance by a child from the three-year time limit to bring charges for such crimes against school educators employed by schools which are located in cities with 125,000 or more people.
