Allows residents of certain Highlands municipalities to designate on gross income tax returns that a portion of gross income tax paid be returned to municipality of residence.
Prohibits public institutions of higher education from increasing resident undergraduate and graduate tuition and fees by more than four percent over prior academic year.
Requires institutions of higher education to review employment history of prospective employees who will have regular contact with students to ascertain allegations of child abuse or sexual misconduct.
Prohibits school districts and public institutions of higher education from adopting policies that bar military members or veterans from addressing students.
