Requires unsealing of court records of youthful offenders convicted of animal abuse offense; provides that such persons undergo a psychiatric evaluation and treatment where necessary.
Prohibits statewide elected officers and certain appointed officers from receiving compensation for any book or other published work written during the course of their term of service.
Establishes the "clean fuel standard of 2026"; provides such standard is intended to reduce greenhouse gas intensity from the on-road transportation sector, with further reductions to be implemented based upon advances in technology.
Authorizes electronic court appearances for criminal matters, excluding jury trials, in all counties in the state; authorizes electronic appearances for criminal matters where the court determines a personal appearance would be impractical, unsafe or excessively burdensome; authorizes sentencing to a period of incarceration to be conducted via electronic appearance for defendants who are already incarcerated.
Establishes a statewide program to provide free SUNY, CUNY, and community college tuition to active volunteer firefighters, volunteer emergency medical services providers, and volunteer auxiliary police officers.
Permits the principal of any high school to allow any local fire department, upon request, to enter the school for the purpose of fire department junior recruitment, including, but not limited to: making presentations; disseminating literature; and answering questions by students.
Relates to increasing the volunteer firefighters' and ambulance workers' credit; increases the amount of the credit from $200 to $500 for single filers and from $400 to $1,000 for spouses filing jointly.
Requires a parent, guardian or person in a parental relation to a child under the age of eighteen to be physically present when any immunization is administered to such child.
Extends provisions relating to establishing the stretch limousine passenger safety task force; authorizes the stretch limousine passenger safety task force to continue to hold public hearings and meetings to review the actions taken by the state and to publish a report of its findings.
Establishes a home heating oil rebate program for residential home heating oil customers to receive a rebate of one dollar per gallon of grade number two heating oil purchased from July 1, 2025 to June 30, 2026, of a limit up to five hundred gallons.
