Directs the New York thruway authority to develop and implement a toll discount program waiving additional costs for tolls related to travel on the New York state thruway for certain individuals who do not maintain an E-Z Pass account.
Provides for the governor to fill a vacancy for the offices of comptroller and attorney-general and for such person to serve until the next general election.
Prohibits the use of state funds for non-residents seeking an abortion or any other procedure that results in the intentional termination of a pregnancy at any stage of gestation.
Requires enhanced federal medical assistance percentage funds be directly shared with the counties and the city of New York; requires the comptroller examine and audit all funds received from the enhanced federal medical assistance percentage and the distributions made to counties and the city of New York.
Extends tuition free course benefits to volunteer firefighters or voluntary ambulance workers; authorizes the board of trustees of the state university to regulate the conferral of such benefits.
Establishes the nutrient inactivant application permit to allow for the use of products used for controlling phosphorus levels in lakes or ponds to prevent and inhibit harmful algal blooms.
Creates the New York state commission on government efficiency to examine state spending, identify unnecessary and wasteful spending and create a report of recommendations of spending items that can be eliminated by New York state.
Requires affirmative consent for the disclosure of contact information of witnesses to a defendant; provides that denial of such consent shall only be for good cause as determined by the court.
Authorizes the issuance of distinctive legion of valor license plates for individuals who have received the army medal of honor, navy medal of honor, air force medal of honor, army distinguished service cross, navy cross, coast guard cross, or air force cross.
Provides a filing extension for the "enhanced" STAR exemption to initial applicants provided that such applicants have not been granted such extension before and such applicants are otherwise entitled to the exemption.
Authorizes the state board of parole to require a violent felony offender to serve their maximum term, if, by clear and convincing evidence, release would pose an imminent threat to society; authorizes the withholding of good behavior allowances of violent felony offenders by the state board of parole upon such a finding.
