Directs the New York state energy and research development authority to establish a pilot program to install a microgrid in Glenwood Houses; requires the authority to annually report on the results of such program and any recommendations for expansion.
Proposes changes to article 9 of the constitution in relation to the formation of new towns by drawing a map and preparing a charter of the proposed town and preparing a petition relating thereto.
Relates to the imposition of securing orders for offenses committed on a peace officer, police officer, firefighter, emergency medical services professional or uniformed worker by individuals without permanent residency status; provides such individuals shall be remanded to the custody of the sheriff for the entirety of the judicial proceedings related thereto.
Provides for the taxation of state owned land for all purposes, exclusive of improvements and in accordance with any payment in lieu of taxes agreement.
Requires the commissioner to promulgate rules and regulations requiring the department to install or cause to be installed at the outlet of any point source that empties into the waters of the state a trash capture net for purposes of collecting garbage, refuse, and other debris; defines "trash capture net" to mean a commercial grade, reusable, open-meshed material designed to capture pollutants as small as five millimeters in diameter.
Requires that public school districts provide parents with notice of curriculum and obtain parental consent prior to providing sexual health education to students ten years of age or younger.
Prohibits school bus parking on city streets on weekdays between the hours of 5 p.m. and 5 a.m. and on weekends from 5 p.m. on Friday to 5 a.m. on Monday.
Authorizes the department of transportation to establish and implement a state memorial sign program to memorialize persons who died due to injuries sustained in a fatal motor vehicle crash on state highways.
Relates to the issuance of arrest warrants upon a youth who is still in high school; provides for the police officer to make a reasonable effort to notify the parent or other person legally responsible for the care of such youth or with whom the youth is domiciled that the youth has been arrested; provides that the police officer need not notify the parent or other person legally responsible when such youth is not also a juvenile offender and the notification would endanger the health and safety of such youth; amends provisions relating to sexually exploited children to include persons under the age of nineteen.
