Places a cap of twenty percent (20%) on increases in consecutive revaluations of real property in all cities and towns conducting revaluations commencing December 31, 2025, and every December 31 thereafter.

Relates to increasing the number of units subject to an assessment cap; provides that the assessment roll of a special assessing unit wholly contained within a city shall identify those parcels classified in class two which have fewer than thirty-five residential units.
Requires at least a ratio of one clinical, non-student mental health staff member per one thousand students on all SUNY and CUNY campuses and for state colleges and universities to update such ratio every five years.
