JOINT RESOLUTION CREATING A SPECIAL LEGISLATIVE COMMISSION TO STUDY CURRENT CONDOMINIUM LAW AND PROVIDE RECOMMENDATIONS FOR IMPROVEMENTS TO TRANSPARENCY, ACCOUNTABILITY AND ONGOING AFFORDABILITY OF CONDOMINIUMS IN RHODE ISLAND (Creates a 16-member commission to study current condominium law and provide recommendations for improvements, and who would report back to the General Assembly by December 31, 2027, and would expire on March 15, 2028.)
Exempts from taxation the real and tangible personal property of MAP Behavioral Health Services, Inc. and MAP Development Corporation, located in the city of Providence.
JOINT RESOLUTION MAKING AN APPROPRIATION OF $5,000,000 TO THE RHODE ISLAND PUBLIC TRANSIT AUTHORITY (Authorizes the appropriation of the sum of five million dollars ($5,000,000) to the RI Public Transit Authority to continue services, hire and train more bus operators, and implement the State's Act on Climate goals.)
Ensures that more developmentally disabled adults can self-direct the care they need and want, by incorporating collective bargaining rights into the self-directed supports program.
Makes persons convicted of petty misdemeanors and convicted of simple possession of controlled substances, eligible to have their records expunged three years after completion of their sentence.
Amends various sections of the condominium law to enhance transparency and would require that regular and special meetings of the executive board be open to unit owners.
Amends the Rhode Island works program to allow lawful permanent residents to receive benefits without a waiting period and increases the monthly cash benefit to one hundred percent (100%) of the federal poverty level effective July 1, 2026.
Limits use of restraints on juveniles in transport and court proceedings to safety or escape risks, requires least restrictive methods, and mandates reporting on when and why restraints were used.
Amends the definition of abandoned property by imposing the requirement that the building owner be notified of the violation and has failed to address such violations in the timeframes set forth in the notice of violation or court order.
Hospital Conversions act amended to authorize AG and DOH to permit expedited review application for hospital insolvency proceedings. Sunsets in one year.
