Establishes in the city of New York a bicycle lane safety program to enforce certain restrictions on the use of bicycle lanes and/or protected bicycle lanes by means of bicycle lane photo devices.
Establishes through the department of health a drug checking services program to allow individuals to bring drugs or controlled substances and have them tested for contaminants, toxic substances, or hazardous compounds; requires the department to establish public health surveillance of the unregulated drug supply; provides exemptions for participants in the drug checking program from certain controlled substance offenses.
Relates to utility intervenor reimbursement to a participant for its reasonable costs of participation in any proceeding before the Public Service Commission (PSC).
Authorizes the commissioner of health to adopt policies to exclude certain non-recurring items from income that would artificially inflate the availability of funds to meet current needs relating to eligibility for the program for elderly pharmaceutical insurance coverage.
Enacts the empire state licensing act to provide all New Yorkers with access to professional, occupational, commercial, or business licenses, permits, certificates, or related registrations regardless of an applicant's citizenship or immigration status.
Empowers the office of fire prevention and control to, in coordination with the commissioner of the office for people with developmental disabilities and the chief disability officer, provide minimum basic training related to handling emergency situations involving individuals with any physical and/or developmental disability to all firefighters.
Prohibits the use of the term "excited delirium" as a diagnosis, label, or cause of death on death certificates, autopsy reports, police reports or any report, policy or procedure by a public agency or contractor; defines excited delirium.
Requires school districts to adopt a policy prohibiting the use of cellular telephones during classroom instruction; requires the department of education to adopt a model policy for use by school districts.
Requires that all special education students attending schools scheduled to be closed or to undergo a significant change be assigned to new schools prior to the implementation of the closing or change.
Relates to requiring gender neutral bathrooms in state-owned buildings; provides that if no single-occupancy bathroom can be designated as gender neutral in a state-owned building, a multiple-occupancy bathroom shall be designated as gender neutral instead; requires state-owned and state-leased buildings to provide adequate notice regarding gender neutral bathrooms.
Relates to banning the use of non-compostable produce stickers beginning January 1, 2026; provides civil penalties for violations; provides that fines shall be deposited into the environmental protection fund.
Prohibits dry cleaning establishments from returning clothing to customers in single use garment bags; allows dry cleaning establishments to return clothing to customers in reusable bags provided by such customers or offer for sale a reusable bag.
