Establishes a mandatory statewide, classroom-based water safety education program; provides that the commissioner of education shall work with New York State Association for Health, Physical Education, Recreation and Dance certified educators to develop and promulgate a statewide, age-appropriate, classroom-based water safety education guidance document; provides that within twenty-four months of the effective date of the bill, the department of education shall initiate statewide implementation of water safety education; provides that instruction shall be classroom-based and waterless and shall not require student access to aquatic facilities, swimming instruction, or in-water assessment.
Establishes the "earned time act" providing for time allowances against the term or maximum term of sentences imposed by the court to be credited on an annual pro rata basis.
Establishes a duty to inform certain patients about the risks associated with cesarean section for patients undergoing a planned or unplanned primary cesarean section.
Relates to the recall of a class B firefighting foam; prohibits the sale or distribution of firefighting personal protective equipment that contains intentionally added PFAS.
Requires school districts to have diversity, equity and inclusion officers to develop methods to diversify the personnel of the school district and to recommend changes to district policies and practices to reduce racial disparities in hiring school district employees, particularly teachers; requires boards of education to annually report information regarding such policies and practices to the department of education; requires the department of education to annually report such information to the legislature.
Requires that health insurance policies shall provide coverage for follow-up screening or diagnostic services for lung cancer; provides that no patient cost sharing shall be imposed for follow-up screening or diagnostic services for lung cancer.
Prohibits utility corporations from imposing late fees, interest, or penalties during an investigation by the commission; allows retroactive late fees, interest, or penalties if a determination is made in favor of such utility corporation; prohibits utility services from being terminated during an investigation by the commission; requires utility corporations to notify customers of investigations; requires notice to the general public; requires the public service commission to prepare reports on investigatory proceedings relating to gas, electric, and steam service.
Prohibits drug, cannabis or alcohol testing of pregnant or postpartum individuals and newborns unless the individual consents and it is within the scope of medical care, or the testing is necessary for a medical emergency.
Exempts a person from a money judgment arising from an action in another state for knowingly engaging in conduct that aids or abets the performance or inducement of an abortion.
Requires public agencies to establish preliminary license application procedures to determine whether an applicant for a license would be ineligible for such license based on criminal history; establishes time frames for public agencies to respond to such applications; requires public agencies to report information regarding granting licenses annually.
