Requires a call-blocking service to be provided in state contracts that include procurement of a voice service; provides that a voice service provider shall not be subject to civil or criminal liability for failure of a call-blocking service to block a call, or mistakenly blocking a call that should not have been blocked.
Gives state income tax credit to volunteer firefighters and members of a volunteer ambulance corps in good standing up to $2500; must be in good standing for a minimum of five years and maintain continued eligibility.

Exempts any purchase made by a civic association used or intended to be used in such civic association's course of business from sales and compensating use tax.
Establishes oversight of debts issued during a state of emergency; establishes the procedure of how the legislature may oversee such debts issued during a state of emergency.
Provides that where an active or retired police officer dies by suicide and is enrolled in a health insurance plan, the surviving dependents of such police officer shall be entitled to such health insurance coverage for ninety days following such police officer's death.
