Requires a pharmacy benefit manager to pay a participating pharmacy at minimum at the national average drug acquisition cost (NADAC) rate, or at the pharmacy acquisition cost rate if greater or there is not a NADAC rate, plus a professional dispensing fee that is at minimum the professional dispensing fee paid under the state medical assistance program.
Expands the provisions of the urban development action area act by amending the definition of municipality and eligible area to include any city instead of specifically applying to a city with one million or more.
Establishes the safe water and infrastructure action program for the purpose of making payments toward the replacement and rehabilitation of certain existing local drinking water, storm water and sanitary sewer systems; applies to any county, city, town, village or public authority drinking water system, storm water system or sanitary sewer system within the state that is not under the maintenance and/or operational jurisdiction of a private entity.
Prohibits employers from retaliating against employees for confronting an individual to prevent a theft or the unlawful taking of goods, wares, or merchandise; does not prohibit employers from training or re-training employees on policies against confrontation of theft.
Includes in the class E felony of vehicular assault in the second degree, the causing of serious physical injury while operating a vehicle with suspended, revoked or no license; creates the crime of vehicular homicide.
Requires that the state university of New York's board of trustees and the city university of New York's board of trustees shall each adopt a policy requiring all state university of New York, city university of New York, college, and community college campuses that offer membership programs to the general public for the use of fitness and aquatic facilities, to permit disabled veterans to obtain a membership for the use of fitness and aquatic facilities upon the same terms and conditions as apply to the general public, but without payment of any fees or other charges, or at a discounted rate; defines "disabled veteran".
Restores the legislative checks and balances to any emergency declaration that exceeds forty-five days; ensures judicial due process rights for any action that impairs fundamental constitutional rights by limiting the powers of the governor to suspend laws during a state disaster emergency; requires a specification and explanation of which municipalities are affected by such suspension of laws.
Requires electors to vote for the presidential and vice presidential candidates in a manner representing the plurality of votes in each congressional district; provides that two electoral votes shall be given to the statewide winner and one electoral vote shall be given to each congressional district based on the plurality of votes in such district.
Creates a series of distinctive license plates for law enforcement officers who were wounded in the line of duty or the spouse of such, which shall bear the words "Wounded in the Line of Duty"; includes the New York state sheriff's association, New York state association of chiefs of police, police benevolent association of the New York state troopers, the New York state police benevolent association, and the New York city police benevolent association; provides that proceeds from the service charge shall be used for a fund to assist wounded/fallen officers and their families.
Relates to the purchase of zero-emission buses and the procurement of electric-powered buses, vehicles or other related equipment and infrastructure; requires public utilities to have infrastructure, capacity, facilities, and transmission and distribution systems needed to supply power for the charging of zero-emission buses and provides a tariff for charging of electric buses.
Provides expanded enrollment through New York state of health through tax returns (Part A); allows for enrollment through the New York state of health at any time for first-time enrollees; expands New York state of health navigator program (Part B); creates the New York health benefit and cost commission (Part C); establishes New York health care savings accounts to expand and incentivize purchasing private health insurance (Part D).
Relates to sex offender registration and residency restrictions; sets limitations on the distance sex offenders may be required to live apart from certain areas.
Provides that the tax levy limit shall be equal to a zero percent increase over the prior year tax levy when the difference between the total amount of taxes levied for the prior year less the tax levy limit results in a negative number.
