Establishes a five-year window for any entity participating in the New York state supportive housing program (NYSSHP) in good standing with such program to participate in a request for proposal to increase their contract rates up to ESSHI levels.
Sets reimbursement rates for essential safety net hospitals at no less than regional average commercial rates for health care services provided by all hospitals in the same geographic region.
Provides for the protection of health information; establishes requirements for communications to individuals about their health information; requires either written consent or a designated necessary purpose for the processing of an individual's health information.
Provides additional credits to children and siblings of New York city sanitation members who died in the performance of duty as the natural and proximate result of the World Trade Center attack on September 11, 2001.
Requires state agencies and courts to take into consideration the International Holocaust Remembrance Alliance's definition and contemporary examples of antisemitism when reviewing, investigating, or deciding whether there has been a violation of any non-criminal or criminal law, rule, or policy prohibiting discriminatory acts.
Provides practical support for access to abortion care including, but not limited to, reimbursement for ground and air transportation, lodging, meals, childcare, translation services, and doula support.
Enacts the "packaging reduction and recycling infrastructure act" to require companies selling, offering for sale, or distributing packaging materials and products to register with a packaging reduction organization to develop a packaging reduction and recycling plan; makes related provisions.
Enacts The New Deal for CUNY; increases the ratio of faculty and mental health counselors to full-time students; requires that certain amounts of tuition be replaced by federal, state, and city funds.
Requires the New York city department of education to create more gifted and talented programs and classes in all school districts with elementary kindergarten through fifth grade and intermediate sixth through eighth grade with four or more classes per grade for students who shall gain entry through academic merit rather than through an admissions examination; authorizes automatic admission to a gifted and talented program in intermediate sixth through eighth grade for those students in elementary grades kindergarten through fifth grade who are currently enrolled in such program; makes related provisions.
Expands who may visit local correctional facilities to include persons and accompanying staff of the chief executive officer of a county, members of a county legislative body, mayor of the city of New York, New York city public advocate, New York city comptroller, and members of the New York city council.
Authorizes gambling on professional sporting events and athletic events sponsored by universities or colleges at betting facilities located at thoroughbred and harness racetracks operating in this state, in simulcast theaters operated by off-track betting corporations and in any constitutionally authorized casino facility; provides that the proceeds of such gambling be applied exclusively to or in aid or support of education.
Establishes residential treatment facilities as an alternative to incarceration designated by the commissioner for the care and treatment of persons with serious mental illness who are accused of at least one felony level crime.
