Memorializing Governor Kathy Hochul to proclaim March 22-28, 2025, as Doula Week in the State of New York, in conjunction with the observance of World Doula Week
Requires that any rules or regulations promulgated by the department of environmental conservation pursuant to the climate action fund are subject to a vote of the legislature and must be approved by a majority vote prior to implementation.
Requires each school district to ensure that every public school in which school days exceed five hours in duration provides up to thirty minutes of daily recess within the school day for all students in kindergarten through fifth grade and for students in sixth grade who attend an elementary school.
Directs the department of public service to promulgate rules, regulations and model policies regarding setback requirements for the siting of battery energy storage systems; requires minimum setback requirements for commercial energy storage systems, with a capacity of three megawatts or greater, of no less than seven hundred fifty feet from residential property and no less than three hundred feet from residential property located in a city with a population of one million or more inhabitants; requires public hearings prior to the approval of an application for a permit for such systems.
Requires the state liquor authority to provide notice to state legislative representatives upon receipt of an application for a liquor license in their district.
Enacts the "in-route safety inspection for motor coach vehicles act"; establishes a framework for mandatory in-route inspections for motor coach vehicles carrying 16 or more passengers to reduce the risk of accidents and enhance operational oversight.
Extends the maximum number of months for the reconsideration of denied applications by the parole board for parole for certain violent felony offenses from 24 months to 60 months.
