Provides that a member of a public retirement system of the state may obtain a total not to exceed three years of service credit for up to three years of military duty if the member has completed a term of state service, under orders from the governor of the state of New York, and as certified by a letter of release from such orders issued by the state division of military and naval affairs.
Establishes the New York state nursing faculty scholarship incentive program for advanced degrees in nursing; provides such incentives shall be awarded annually, on a competitive basis, to registered professional nurses and certified nurse practitioners who are in a masters or doctoral program and agree to teach nursing for one year for each year such incentive is awarded.
Establishes the class E felony of criminal use of public records for the intentional use of any public record in the course of or in furtherance of the commission of a crime.
Permits passing a school bus on a public highway with six or more lanes when traveling the opposite direction of the stopped school bus while separated from such school bus by a median or permanent barrier.
Provides that an application for a military ballot from a military voter shall be received at least fifteen days before an election in order to entitle the applicant to vote at such election.
Requires the appointment of a Title VI coordinator at every college and university in the state to ensure compliance with Title VI of the federal civil rights act of 1964; requires the division of human rights to develop training for students and employees; requires the Title VI coordinator to notify annually all students and employees of the institution's policies and procedures for reporting discrimination and harassment.
Establishes the civil right to counsel in eviction proceedings in New York state; creates the New York state office of civil representation; requires that covered individuals be given notice of such right to counsel.
Establishes the organized militia as public employees working group to examine the potential costs and benefits of designating members of the New York state organized militia as public employees.
Relates to the SUNY Maritime admissions program increasing the number of positions reserved for nomination by the governor and members of the legislature and scholarship under the SUNY Maritime admissions program.
Provides that a person may operate a fully autonomous vehicle on the public roads of this state without a human driver provided that the automated driving system is engaged and the vehicle meets certain conditions; defines terms; requires insurance and that such vehicle is registered as a fully autonomous vehicle; makes related provisions.
Establishes the biometric identifier privacy act; requires private entities in possession of biometric identifiers or biometric information to develop a written policy establishing a retention schedule and guidelines for permanently destroying biometric identifiers and biometric information when the initial purpose for collecting or obtaining such identifiers or information has been satisfied or within three years of the individual's last interaction with the private entity, whichever occurs first.
