Requires that a minimum of ten percent of the labor hours of the total construction workforce employed by all contractors and subcontractors performing work pursuant to a construction contract shall be performed by a person or persons participating in a certified apprenticeship program; makes technical amendments.

Authorizes the Long Island rail road commuter's council to study technologies which would allow seamless communication between fire departments and the Long Island rail road to improve passenger safety and emergency response efficiency.
Implements licensure and eligibility limitations for the cannabis control board's social and economic equity plan regarding persons convicted of certain felonies.
Requires the state to reimburse municipalities for loss of real property tax revenue resulting from the establishment of community residential facilities for the disabled.
Requires the state to pay for late fees or fines incurred by state employees when the legislature and the governor fail to pass a timely state budget and make a provision for state employees to be paid.
Requires the office of renewable energy siting to develop standards and conditions for the siting of certain large scale renewable energy systems; requires approval of municipalities to such siting plans.
Makes it a violation to loiter while masked or disguised by unusual or unnatural attire or facial alteration while in a group of six or more persons so masked or disguised.
Establishes the "removing barriers to higher education success act" which directs the state university and city university to adopt policies that makes certain documentation submitted by an enrolled or admitted student sufficient to establish that such student is an individual with a disability.
