Increases the mandatory retirement age of members of the uniformed force of the fire department of the city of New York from sixty-five to sixty-seven.
Stabilizes electric costs for New York consumers; restricts unreasonable rate and fee increases; establishes additional auditing and enforcement authorities.
Excludes the five state-run veterans homes from assessments on their gross receipts received from all patient care services and other operating income; directs the Commissioner of Health to apply to the secretary of the Department of Health and Human Services for any necessary waivers pursuant to federal law and regulation.
Requires members of a public body to complete a minimum of two hours of training, with one hour on the state's open meetings law and one hour on freedom of information law; requires certain local, city, county, town and village public body members to complete such training as well.
Requires insurance coverage of sonograms and other diagnostic procedures used to detect breast cancer for covered persons with a prior history of breast cancer or who have a first degree relative with a prior history of breast cancer.
Establishes a private right of action for deed theft; provides that victims of deed theft may maintain an action against a deed thief or a bank that provides a loan that assists in the commission of deed theft; authorizes victims of deed theft to recover actual damages, treble damages and attorneys' fees; defines terms.
Establishes a wastewater infrastructure and drinking water program for the purpose of making payments toward the replacement and rehabilitation of existing local municipally-owned and funded drinking water, storm water and sanitary sewer systems.
