Decreases the frequency of lock-down drills in schools; directs that such drills shall be implemented with a trauma-informed approach; permits parents to opt their children out of such drills.
Expands the eligibility period for indigent legal service attorneys to receive certain loan forgiveness; increases loan reimbursement for certain attorneys who work in legal services with indigent clients.

Establishes a person is guilty of assault in the second degree when such person intends to cause physical injury to an employee of New York state or any of its political subdivisions or of a public authority or a public benefit corporation while such employee is performing such employee's duties.
Relates to treatment of gains from qualified opportunity zones in calculating taxable income; removes exclusion of gains on property in qualified opportunity zones in calculation of income.
Enacts the New York artificial intelligence bill of rights to provide residents of the state with rights and protections to ensure that any system making decisions without human intervention impacting their lives do so lawfully, properly, and with meaningful oversight.
Enacts the "advanced artificial intelligence licensing act"; providing for regulation of advanced artificial intelligence systems (Part A); requires registration and licensing of high-risk advanced artificial intelligence systems and related provisions regarding the operation of such systems (Part B); establishes the advanced artificial intelligence ethical code of conduct (Part C); prohibits the development and operation of certain artificial intelligence systems (Part D).
