Requires certain candidates to file a statement attesting to the veracity of statements regarding the candidate's educational history, and service, employment and residency record; provides for the filing of amended statements; provides penalties.

Permits the state board of elections to join certain multistate voter list maintenance organizations and provide such organizations with certain voter information; requires the state to join a multistate voter list maintenance organization on or before July 31, 2026.
Prohibits the release of criminal history or any mental health history records by a police agency, prosecutorial agency or other law enforcement agency of individuals who were the subject of the use of force by a police or peace officer.
Authorizes the New York state environmental facilities corporation to award grants and loans to community water systems and non-community water systems for water quality projects that relate to the removal of perfluoroalkyl and polyfluoroalkyl substances (PFAS).
Prohibits certain financial institutions from charging a fee for making monthly, semi-monthly, and biweekly payments or for changing the frequency of mortgage payments.
Permits the principal of any high school to allow any local fire department, upon request, to enter the school for the purpose of fire department junior recruitment, including, but not limited to: making presentations; disseminating literature; and answering questions by students.
