Requires the office of children and family services to provide luggage to youth in foster care; provides that such luggage shall be distributed to social services districts for distribution to foster care youth; requires the office of children and family services to submit an annual report to the governor and the legislature about the distribution of luggage to foster care youth.
Increases the limited credit time allowances for certain incarcerated individuals serving indeterminate or determinate sentences imposed for specified offenses up to twenty-four months.
Relates to preventing discrimination and increasing awareness of rights for employees with menstrual-related conditions, perimenopausal-related conditions and menopausal-related conditions; requires employers to provide employees with an informational pamphlet on any regulations relating to the rights of employees.
Enacts the "rate hike notice act" which requires utilities in the state of New York to provide notice of a proposed rate hike to a customer via text, email and via such customer's monthly billing statement.
Requires contractors receiving public funds to pay amounts owed to small businesses and minority-owned business enterprises within 10 days of receipt of an undisputed invoice generated by a small business, minority-owned business enterprise or vendor management service and managed service provider on behalf of the small business or minority-owned business enterprise.
Provides that for the purposes of educational leave, an eligible incarcerated individual shall include an incarcerated individual who is within two years of being an eligible incarcerated individual.
Relates to providing net revenues from utility-owned large-scale renewable generation projects to low-income customers; authorizes utility companies to own such projects; provides that the commission shall require labor agreements and labor peace agreements.
Enacts the "gender identity respect, dignity and safety act"; relates to the treatment and placement of incarcerated individuals based upon gender identity; requires that incarcerated individuals in state and local correctional facilities who have a gender identity different from their assigned sex at birth be addressed and have access to commissary items, clothing and other materials that are consistent with the person's gender identity; establishes that incarcerated individuals shall be presumptively placed in a correctional facility with persons of the gender that most closely aligns with such person's self-attested gender identity unless the person opts out of such placement.
Requires the appointment of a Title VI coordinator at every college and university in the state to ensure compliance with Title VI of the federal civil rights act of 1964; requires the division of human rights to develop training for students and employees; requires the Title VI coordinator to notify annually all students and employees of the institution's policies and procedures for reporting discrimination and harassment.
Establishes the "New York state lead-safe renovation, repair and painting act"; establishes standards for lead-safe renovation, repair and painting of residential properties; requires documentation of compliance with such standards.
Establishes the civil right to counsel in eviction proceedings in New York state; creates the New York state office of civil representation; requires that covered individuals be given notice of such right to counsel.
Relates to the health, safety and human rights of incarcerated pregnant individuals, incarcerated birthing parents and their children; requires the commissioner of corrections and community supervision to establish rules and regulations relating to conditions in institutions and correctional facilities and the treatment and care of birthing parents in such institutions and facilities.
Requires the department of corrections and community supervision to provide a nonpartisan, peer-led civic engagement program for incarcerated individuals in all correctional facilities in this state which shall be completed by each incarcerated individual within one year prior to their release.
