Land use: zoning and growth management; duplexes; permit in single-family residential zones. Amends sec. 102 of 2006 PA 110 (MCL 125.3102) & adds sec. 517.
Transportation: funds; allowable annual appropriation to the state trunk line fund for deposit in the grade crossing surface account; increase. Amends sec. 10 of 1951 PA 51 (MCL 247.660).

Crimes: penalties; penalties for discharging a firearm at a motor vehicle; increase fines if a minor is in the vehicle. Amends 1931 PA 328 (MCL 750.1 - 750.568) by adding sec. 234g.
Criminal procedure: sentencing guidelines; sentencing guidelines for intentionally discharging a firearm from a vehicle or at a dwelling or potentially occupied structure; amend. Amends sec. 16m, ch. XVII of 1927 PA 175 (MCL 777.16m).
