Establishes a special needs assisted living demonstration program to authorize up to three assisted living programs throughout the state to serve individuals with special needs, including, but not limited to, individuals with dementia or cognitive impairments.
Requires healthcare facilities to maintain a fifty percent operating threshold of certain reusable healthcare protective textiles in their inventory unless a reprieve is provided for supply chain issues; provides a fine may be assessed for failure to comply, as determined by the commissioner.
Provides grants to nonprofit organizations that provide eligible home reading programs that provide independent reading level books that are individually mailed to the residences of kindergarten through fifth grade students on a weekly basis.
Sets requirements for the sale, lease, and rental of powered bicycles, powered mobility devices, and storage batteries for such devices; provides for penalties for the violation thereof.
Provides that an applicant for the cooling assistance component of the home energy assistance program shall not be required to demonstrate that the household contains at least one person with a documented medical condition that is exacerbated by extreme heat to be eligible for a cooling assistance component benefit.
Creates a vacant property classification for vacant and blighted properties; allows for cities with a population of one million or more to levy an additional real property tax on vacant and blighted properties with funds raised from such taxes being used to address homelessness.
Relates to employee access to lactation rooms in the workplace; requires that employers post written policies regarding the rights of nursing employees.
Establishes a home care services bill of rights for patients of home care services agencies and certified home health agencies; requires training for staff and contractors of such agencies to eliminate certain discriminations; makes related provisions.
Establishes a caregiver tax credit of up to six thousand dollars and a family caregiver reimbursement program to offset out-of-pocket spending by family caregivers.
Establishes the office of New York state benefits coordination to document and track all benefit programs in the state, and establish a state benefits portal and universal benefits application.
