Providing for community energy facilities; imposing duties on the Pennsylvania Public Utility Commission, electric distribution companies and subscriber organizations; and providing for prevailing wage and labor requirements.
Establishing the Pennsylvania Climate Emissions Reduction Program; imposing powers and duties on the Environmental Quality Board, the Pennsylvania Public Utility Commission and the Department of Environmental Protection; and establishing the Consumer Protection Account, the Pennsylvania Energy Transformation Account, the Workforce Enhancement Fund, the Workforce Enhancement Fund Board and the Low-income Support Account.
Further providing for definitions; providing for force majeure; further providing for alternative energy portfolio standards, for portfolio requirements in other states, for health and safety standards and for interagency responsibilities; providing for zero emissions credits; and making editorial changes.
Recognizing June 19, 2025, as "Juneteenth Independence Day" in Pennsylvania in commemoration of June 19, 1865, the date on which slavery was abolished finally in all regions of the United States.
Recognizing May 7, 2025, as "Philadelphia Eagles Day at the Capitol" in Pennsylvania and honoring the 2024 Philadelphia Eagles as the Super Bowl LIX Champions.
Providing for Public Transportation Trust Fund transfers and increases; establishing the Road and Bridge Project Fund and the Road and Bridge Project Sinking Fund; authorizing the Commonwealth Financing Authority to issue bonds for road and bridge projects; providing for allocation adjustment; establishing the Transportation Funding Advisory Commission; and imposing duties on the Department of Transportation.
