Establishing the Pennsylvania Climate Emissions Reduction Program; imposing powers and duties on the Environmental Quality Board, the Pennsylvania Public Utility Commission and the Department of Environmental Protection; and establishing the Consumer Protection Account, the Pennsylvania Energy Transformation Account, the Workforce Enhancement Fund, the Workforce Enhancement Fund Board and the Low-income Support Account.
Establishing the Office of New Pennsylvanians and providing for its powers and duties; establishing the Office of New Pennsylvanians Restricted Account; and establishing the Advisory Committee to Office of New Pennsylvanians and providing for its powers, duties and membership.

Providing for the regulation of commercial data centers; imposing duties on the Pennsylvania Public Utility Commission, the Department of Human Services and the Pennsylvania Energy Development Authority; establishing the Data Center Low-Income Home Energy Assistance Program Enhancement Account and the Pennsylvania Energy Independence Account; providing for clean firm energy requirements, contract filing, commission review, disclosure requirements, backup generation standards, curtailment standards and certification and expedited interconnection for commercial data centers bringing incremental clean firm energy resources; and imposing penalties.
Establishing clean fuels standards; establishing the Clean Fuels Standards Board; imposing duties on the Clean Fuels Standards Board and the Department of Environmental Protection; and establishing the Fair Market Credit Trading Program.
Establishing the Pennsylvania Food Bucks Program and the Pennsylvania Food Bucks Program Account; and providing for research on Pennsylvania Food Bucks Program.
Directing the Joint State Government Commission, along with the Pennsylvania Public Utility Commission, the Department of Community and Economic Development and the Department of Environmental Protection, to conduct an assessment and develop recommendations with the intention of establishing a comprehensive State energy strategy for this Commonwealth.
Establishing the Statewide Imagination Library Program and the Imagination Library of Pennsylvania Restricted Account; and imposing duties on the Department of Education.
Establishing the Statewide Children's Literacy Program and the Children's Literacy Program of Pennsylvania Restricted Account; and imposing duties on the Department of Education.
