Establishes the mandatory reporting by certain professional or official persons who come into contact with mentally or physically incapacitated persons who were abused including residents of assisted living and adult care facilities who may be abused, mistreated or neglected; provides reporting procedures and grants immunity for such reporting; provides criminal and civil penalties.
Relates to rechargeable battery recycling; adds a battery used as the principal electric power source for an electric scooter or bicycle with electric assist to the definition of "rechargeable battery"; provides that a battery manufacturer may not sell, offer for sale, or distribute rechargeable batteries in the state unless the battery manufacturer is implementing or participating under an approved plan; allows a city with a population of one million or more to enforce through its own agencies.
Creates statewide emergency and crisis response council to work in conjunction with the commissioners of mental health and addiction services to jointly approve emergency and crisis services plans submitted by local governments, and provide supports regarding the operation and financing of high-quality emergency and crisis services provided to persons experiencing a mental health, alcohol use, or substance use crisis.
Directs the New York state energy research and development authority to conduct a study of the technical and economic feasibility and ratepayer impact of a zero-emission electrical system and a reduction in greenhouse gas emissions.
Prohibits governmental entities from entering into agreements to house individuals in immigration detention facilities; requires governmental entities to terminate existing contracts for the detention of individuals in immigration detention facilities.
Enacts the pro-banking act to mandate acceptance of the New York city identity card as a primary form of identification at all covered entities, including all banking organizations, foreign banking corporations, and interstate branches.
Authorizes the assessor of Richmond county to grant the Silver Lake Foundation Inc. retroactive real property tax exempt status upon an application therefor.
Requires the New York city housing authority to repair certain conditions within thirty days of receipt of a written notice requesting such repairs; requires NYCHA to convert from gas to electric appliances when repairing or replacing any such appliances.
Authorizes a parking permit system for park-and-rides in the borough of Staten Island in the city of New York; requires residents of Staten Island to receive a permit free of charge and out-of-state residents to pay an annual fee for such permit.
Relates to the sale, manufacture, and distribution of vapor products; requires distributors and manufacturers of vapor products to obtain permits; prohibits the sale of illicit vapor products; creates a vapor product directory.
Relates to verification of compliance with federal and state regulations on packaging of e-liquid products; relates to creating a "tobacco and vaping cessation fund" to be funded with tax revenue from sales of e-liquid products.
