Provides that a false representation of affiliation or approval, or false implication of such affiliation or approval, of any official, state or local agencies or other official source, shall be false advertising.
Relates to establishing ground rent rebates for eligible homeowners and renters in the Battery Park project area; provides for a rebate program; provides for a process for application and certification.
Authorizes the bureau of funeral directing, under the direction of the commissioner of health to investigate claims brought against any person, firm or corporation relating to moneys paid in connection with agreements for funeral merchandise or services; provides that the bureau of funeral directing has the legal authority to investigate and, after due process, levy fines and sanctions on any unlicensed individuals and/or unregistered entities that are falsely acting as or representing themselves to be licensed and/or registered funeral directors and/or funeral firms in violation of the public health law.
Requires any state agency operating a state call center to annually publish on its public-facing website certain metrics relating to such state call center.

Enacts the "New York state teleworking expansion act"; provides that each state agency shall establish a policy and program to allow employees to perform all or a portion of their duties through teleworking to the maximum extent possible without diminished employee performance.
Relates to creating the health emergency response data system, which collects information and statistical data relating to public health emergencies in order to assist the department of health, other government entities, health care providers, and the public in understanding and responding to public health emergencies.
Relates to establishing the banking bill of rights; includes due process requirements regarding applications for or closure of credit and deposit accounts and penalties for noncompliance.
Enacts the "licensed funeral arranger act" under which a "licensed funeral arranger" license allows a funeral arranger to perform all acts permitted to a funeral director except embalming or any preservation of the body of a deceased person requiring embalming; creates a registration process under which registered transporters facilitate the removal and transportation of the bodies of deceased persons.
