Amends the constitution to delete the requirement that registration for purposes of voting be completed at least ten days before election day; provides that laws be made to adequately safeguard against deception in the exercise of the right of suffrage.
Requires all authorities having jurisdiction over a population exceeding five thousand residents to adopt a residential automated solar permitting platform by June thirtieth, two thousand twenty-seven.

Provides that qualified persons who have never previously registered to vote in this state may apply personally for registration by appearing at the appropriate polling place for the election district in which such person resides on the day such polling place is open for voting; requires establishment of a procedure to enable such registrants to cast their votes at the appropriate polling places.
