Authorizing the Department of Environmental Protection, in consultation with the Department of General Services to lease certain submerged lands within Erie County and associated wind, water and solar resources for the assessment, development, construction and operation of utility scale offshore wind, solar or kinetic energy generation facilities; providing for collection of certain lease and royalty payments; establishing the Lake Erie Large-Scale Energy System Development Fund; and providing for distributions and transfers from the fund.
Establishing the Older Adult Cable TV Rebate Program, conferring powers and duties on the Department of Community and Economic Development and providing for cable television service reimbursement rebates for eligible older adults.
Directing the Joint State Government Commission to study diversion programs and make recommendations for improving existing diversion programs and establishing new diversion programs.
Providing for health care insurance coverage protections; imposing duties on the Insurance Department and the Insurance Commissioner; and imposing penalties.
Directing the Legislative Budget and Finance Committee, in consultation with taxonomists, biologists and other interested persons, to conduct a study and issue a report on wild native terrestrial invertebrate management.
Designating the month of April 2025 as "Community College Month" in Pennsylvania in recognition of the important role that community colleges play in the education system and economy of this Commonwealth.
In the Secretary of the Commonwealth, further providing for powers and duties of the Secretary ofthe Commonwealth; in primary and election expenses, further providing for definitions, for organization of political committees, treasurer and assistant treasurer and records of candidate and committees, for registration and for reporting by candidate and political committees and other persons, providing for limitations on certain contributions, further providing for residual funds, for late filing fee and certificate of filing, for contributions or expenditures by national banks, corporations or unincorporated associations, for advertising and for reports by business entities and publication by Secretary of the Commonwealth and providing for independent expenditures and for independent expenditure evaluation; and providing for corporate political accountability.
