Prohibits local, state and federal law enforcement officers from wearing any mask or personal disguise while interacting with the public in the performance of their duties; excludes certain protective masks.
Provides that no state or local correctional facility shall deny entry to a person visiting such facility due to the fact that such person is menstruating or has a contraceptive device or appears on body scan imaging or alternative methods to have or be using a menstrual product or contraceptive device.
Requires property/casualty insurance companies to submit certain information to the department of financial services, including zip code-level data on nonrenewal rates, nonpayment cancellation rates, other cancellation rates, claim frequency rates, average claim amounts, paid loss ratios, and average premiums; market share data; for property/casualty insurance companies that use a natural disaster risk model or scoring method to assign risk, information about such model or scoring method; authorizes a premium discount to policyholders of homeowners insurance or property/casualty insurance applicable to residential real property who demonstrate certain mitigation actions; requires insurers to post about such discounts on their public websites; relates to the timing of cancellation and nonrenewal notices for certain insurance policies; relates to increasing membership of the board governing the New York property insurance underwriting association; requires a quadrennial report on the activities of such association; increases such board membership to 23 including 6 directors appointed by the legislature and 4 directors appointed by the governor.
Relates to the redistricting of congressional and state legislative districts and to redistricting in the event that another state has acted to determine the district lines for congressional offices more than once in less than ten years.
Establishes a right of action for the deprivation of constitutional rights; provides for compensatory damages, punitive damages, injunctive and declaratory relief, and reasonable attorney's fees.
Strengthens protections against discrimination, harassment, and bullying based on actual or perceived immigration status, and to improve implementation and oversight under the Dignity for All Students Act.
Relates to benefits for police officers, correction officers, firefighters, and other emergency personnel diagnosed with PTSD by making their injury compensable if it cannot be shown, by a preponderance of evidence, that the PTSD was caused by factors unrelated to their occupation.
Provides that host counties and host municipalities of commercial gaming facilities receive no reduction in appropriated aid after gaming facilities licensed under title two-A of article 13 of the racing, pari-mutuel wagering and breeding law have commenced gaming operations.
Enacts the "NY broadband resiliency, public safety and quality act" to provide for oversight of the resiliency, public safety and quality of broadband and voice over internet protocol service.
Establishes the hospice workforce stabilization and innovation program; grants for staff retention incentives, continuing education, professional certification including board certification in hospice and palliative care, workforce wellness initiatives, and other workforce support activities approved by the department; creates grants for establishing regional hospice workforce pipeline programs.
Regulates energy consumption by data centers; requires annual disclosure reporting; prohibits incentives in fossil fuel power purchase agreements with utilities; directs the public service commission to establish a data center surcharge and discount plan.
Directs the commissioner of agriculture and markets, acting by and through the department of economic development, in cooperation with the department of environmental conservation, to establish a New York native plants designation, and offer seals or logos identifying native plants as grown in New York state and certified for their quality, for product labeling, advertising, and displays.
Requires food service establishments to permit the use of reusable beverage and food containers provided by customers when requesting a beverage refill or requesting leftovers from a partially consumed meal to be packaged and post signs to inform customers that they are permitted to do so.
Directs the department of agriculture and markets, in cooperation with the department of environmental conservation, to establish standards for designation of native plants, to develop a list of native plants that indicates and differentiates between native plants that are indigenous to New York state and those that are native plants found elsewhere in the United States that are likely to shift or expand their range into NY, to establish a New York native plant designation, and to offer seals or logos identifying native plants as grown in New York state; defines "native plants".
