Requires an insurance company which owns a health care provider to pay any health care provider which it does not own an amount that is no less than the amount that it pays a health care provider which it does own for a comparable service; prohibits an insurance company which is owned by a health care provider from paying any health care provider which does not own such insurance company an amount that is less than the amount that it pays a health care provider which does own such company for a comparable service.
Prohibits the public service commission from approving a rate increase that entails a return on equity for capital projects that is above the prevailing ten-year treasury rate plus one percent.
Requires that procedures for placements on, and removals from, the list of persons self-excluded from gambling includes procedures that allow a person to submit requests electronically; requires such procedures to ensure parity between electronic and non-electronic requests with respect to record retention and transmission of requests to licensed gaming facilities and mobile sports wagering platforms.
Establishes an optional twenty-five year retirement plan for certain public safety dispatchers, public safety telecommunicators, 911 operators, communications officers, police communication technicians, emergency services operators and emergency services dispatchers employed by the state, or a county or municipal emergency services department.
Provides limitations on overlapping control between insurance companies and pharmacy benefits managers and pharmacies; requires divestment of the interest in one or more insurance companies and pharmacy benefits managers.
Establishes a specialized health home program to serve certain individuals with physical disabilities who are Medicaid eligible adults eighteen years of age or older with a diagnosis of a neurological, muscular, or neuromuscular condition, and a mobility impairment; provides that a specialized health home shall be reimbursed on a fee-for-service basis and shall receive enhanced rates of payment; makes related provisions.
Provides that it is unlawful for any person to directly or indirectly own, operate, or control the whole or any part of a health insurance company and a health care provider; requires divestment within three years.
Directs the office for people with developmental disabilities to conduct a study on the feasibility of establishing, implementing and expanding additional housing models that support independent living for people with intellectual and developmental disabilities; requires the office to submit a report on such study to the governor, the temporary president of the senate and the speaker of the assembly.
