Commemorating the Alliance of New York State YMCAs 90th YMCA Youth and Government State Conference to be held in Albany, New York, on March 20-22, 2026
Relates to orders of protection where the respondent is a minor who resides with a parent or other legally responsible person or other party; prohibits courts from issuing an order of protection that directs a minor respondent to stay away from the home of a parent or other person legally responsible for the respondent if the respondent would not have an appropriate alternative residence; provides that such a respondent shall have the right to have a guardian ad litem appointed, if appropriate; authorizes suspended judgment in certain cases provided that the respondent participate in a batterer's education program.
Directs the commissioner of social services shall establish a rate differential for child care providers who provide care to a child with a diagnosed developmental delay or disability, provided such rate differential is no less than 30% above the applicable market rate otherwise payable for such child care services, and further provided such rate differential is sufficient to provide appropriate care.
Relates to the powers of the head of the office of mental health and the head of the office for people with developmental disabilities to promulgate rules regarding communications needs of non-English speakers seeking or receiving services; includes the provision of language services and documents in English and the twelve most common non-English languages spoken by individuals in New York State based on United States census data.
Requires that all sexual offense evidence shall be kept in a locked, separate and secure area for twenty years from the date of collection or until the victim's fortieth birthday, whichever is later; makes other sexual offense evidence collection kit procedures.
Requires healthcare facilities to maintain a fifty percent operating threshold of certain reusable healthcare protective textiles in their inventory unless a reprieve is provided for supply chain issues; provides a fine may be assessed for failure to comply, as determined by the commissioner.
Requires all motor vehicle insurers to file annual detailed financial and claim data statements with the superintendent of financial services; provides that all such statements shall be made available to the public.
