Establishes procedures to be followed when the body scan of an incarcerated individual, employee or visitor to a correctional facility displays alleged abnormalities; requires staff discipline for staff who have wrongfully denied visitation to a visitor or entry to an employee based on a body scan; requires the collection and reporting of certain information relating to visitation and entry denials based on body scans; requires such law to be posted in visitor processing areas of correctional facilities.
Creates 10 interagency placement committees throughout the state to recommend treatment and rehabilitation programs or strategies for youths with co-existing mental disabilities; directs such committees to establish a process by which youths can be referred to such committees; directs such committees to submit a report annually to the governor and legislature identifying gaps in treatment and rehabilitation options, and any plans or recommendations to increase such options.
Prohibits the use of surveillance pricing, directly or indirectly; prohibits the collection, use, retention, or sharing of data to facilitate surveillance pricing; provides exceptions; provides for enforcement by the attorney general; makes related provisions.
Provides that where an active or retired police officer dies by suicide and is enrolled in a health insurance plan, the surviving dependents of such police officer shall be entitled to such health insurance coverage for ninety days following such police officer's death.
Requires the office of children and family services certify certain detention facilities for youths and promulgate regulations for certain detention facilities for youths.
Relates to requiring social services districts to develop family assessment and services tracks to address cases where there is a prior history of multiple likely malicious and unfounded complaints against the respondent, there is no actual history of founded complaints of abuse or maltreatment against the respondent within the preceding four years, and the initial investigation into the new complaint yields no new information which could indicate the possibility of actual abuse or maltreatment.
Prohibits insurers from using violations issued by the New York state office of children and family services as the sole basis for rate adjustments for child care providers.
Guarantees localities the ability to use state funds to provide public benefits to non-citizens, including prevention services, adoption subsidy, kinship guardianship assistance, after-care services for youth and families involved with child welfare, child care assistance, and all other public services and benefits.
Creates the family essential program within the office for the aging to provide for advocacy, collaborative and education infrastructure for essential family caregivers within nursing homes and other long term care communities.
