Requires general hospitals to provide language assistance services; requires general hospitals to develop a language assistance program to ensure meaningful access to the general hospital's services and reasonable accommodation for all patients who require language assistance.
Provides that a business entity may not provide false caller identification information with the intent to defraud or harass any party; provides definition of business entity.
Requires the administration and the instruction in preparation of the TASC examination in the Chinese and Korean languages for pupils who are proficient in these languages and of limited English proficiency.
Eliminates provisions exempting employees with disabilities from the minimum wage law; provides that laws or minimum wage orders that authorize an employer to pay a wage that is less than the minimum wage are valid provided that under such laws or orders an employee with a disability is paid the same wage as an employee in a comparable position that does not have a disability.
Includes guardians of the principal as a person who may commence certain special proceedings; provides that if a hospital can with reasonable efforts ascertain the identity of the parents or guardian of an emancipated minor patient and obtain such parent's or guardian's contact information, the hospital shall notify such persons, and document such notification in the patient's medical record, prior to withholding or withdrawing life-sustaining treatment.

Requires each public body to live stream and post video recordings of all open meetings and public hearings; requires each public body to post such recordings for a period of not less than five years.
Provides for the conveyance or lease of sewer system properties located in the county of Westchester's New Rochelle sanitary sewer district and related management responsibilities to the county by municipalities in such district when determined to be in the public interest.
Provides presumptive eligibility for medical assistance benefits for persons released from correctional facilities for at least sixty days following release; provides for enrollment of such individuals upon release upon application, if eligible.
