Enacts the "New York emergency expedited temporary work permit act" to allow asylum seekers to apply for and be granted temporary work permits while their federal immigration status is being determined.
Requires the consideration of complete street design for certain transportation projects which receive federal or state funding; authorizes the department to compile and make publicly available guidance and reference material related to consideration of complete street design.
Authorizes the use of an electronic signature by a person granted a power of attorney by a taxpayer with respect to documents submitted to the New York state department of taxation and finance and the New York city department of finance.
Increases the tax exemption for pensions and annuities for persons age fifty-nine and one-half or greater from $20,000 to $25,000 in 2027, $30,000 in 2028, $35,000 in 2029 and $40,000 for each subsequent year.
Directs the New York state energy research and development authority to establish a ride clean rebate program for electric assist bicycles and electric scooters; defines terms; provides a fifty percent rebate for eligible purchases.
Requires orders of custody to state whether law enforcement is authorized to remove a child or children in order to comply with and enforce such orders.
Establishes the crime of fertility fraud as an assisted reproduction procedure using the health care provider's own spermatozoon or ovum or using human reproductive material without the donor's consent.
Directs the commissioner of health to contract with an independent entity to conduct a comprehensive assessment of the existing methodology used to determine payment for early intervention screenings, evaluations, services and service coordination; directs recommendations on reimbursement methodology as well as needs under the program.
Requires the surrender of antique firearms, black powder rifles, black powder shotguns, or muzzle-loading firearms following a conviction for a felony or serious offense or following a report pursuant to section 9.46 of the mental hygiene law.
Prohibits smoking tobacco in motor vehicles where a minor less than 18 years of age is a passenger in such vehicle; provides for rebuttable presumption.
Provides that for the two thousand twenty-six--two thousand twenty-seven school year, the two thousand twenty-seven--two thousand twenty-eight school year, and the two thousand twenty-eight--two thousand twenty-nine school year, surplus funds as used in this subdivision shall mean any operating funds in excess of five percent of the current school year budget, and shall not include funds properly retained under other sections of law.
Relates to empowering the commissioner of a board of elections to order a voting machine audit upon a finding of discrepancies and shall also be empowered to order an audit of a particular contest.
