Enacts the consumer litigation funding act to promote consumer protections related to consumer litigation funding transactions; provides for contract requirements, including that the contract contain a no penalty provision for the prepayment of the funded amount prior to the settlement of their case; makes related provisions.
Relates to providing information to patients and the public on hospital rule-based exclusions; requires the commissioner of health to collect from each hospital a list of its hospital rule-based exclusions and publish such information on the department's website.
Relates to utilization review program standards; requires use of evidence-based and peer reviewed clinical review criteria; relates to prescription drug formulary changes and pre-authorization for certain health care services.
Enacts the "safer weapons, safer homes act"; requires the division of criminal justice services to study the technological viability of personalized firearms; defines personalized firearms; requires the division to report to the governor and the legislature on the results of the study.
Directs the office of children and family services to establish a center for fatherhood initiatives to issue grants to initiatives regarding the promotion and advancement of fatherhood, including but not limited to all underserved fatherhood groups to help expand opportunities to improve parenting knowledge, attitudes, and self-efficacy.
Enacts the "access for all act" removing the requirement for in person attendance at public meetings by community boards in a city with a population of over one million.
Provides that, for a quorum, an advisory board may require that at a minimum, one quarter of the members and the presiding officer of a community board physically be present at a location where the public can attend for such board to conduct videoconferencing.
Authorizes an insurer to pay a claim for reimbursement made by a provider using a credit card, virtual credit card or electronic funds transfer payment method that imposes on the provider a free or similar charge to process the payment; defines "virtual credit card" as a single-use series of numbers linked to a fixed dollar amount and provided by an insurer to a provider for the purpose of paying a claim for health care services performed by the provider; makes related provisions.
Excludes certain actions or omissions from qualifying as unlawful dissemination or publication of an intimate image when such actions or omissions are in connection with the reporting of or investigation into potentially unlawful conduct.
Relates to privacy rights involving digitization; provides that such right of privacy and action for injunction and damages shall include a portrait, picture, likeness or voice created or altered by digitization.
