Prohibits contributions or donations to be made by hostile foreign nations in connection with a state or local election; makes a knowing violation of such provisions a class A felony, subject to an additional civil penalty equal to the contribution or donation amount plus a fine of up to ten thousand dollars.
Requires colleges and universities to provide students with written information on reporting bias related and hate crimes, requirements for reporting bias related and hate crimes, and protections available to those who report bias related and hate crimes.
Exempts certain military service credit from being included in calculations of up to three years of military service credit for a public retirement system of the state.
Enacts the "New York State Digital Government Modernization Act"; establishes the digital government modernization initiative and the digital government enhancements pilot program.
Makes life imprisonment without parole mandatory for defendants convicted of murder in the first degree or second degree and the victim is a police officer, peace officer, first responder or correctional officer.
