Prohibits the sale of products that contain 7-hydroxymitragynine at a level that exceeds 2% of total alkaloids or one milligram per serving; establishes fines for the sale of such products.

Enacts the Northeast Regional Health Insurance Compact Act directing the governor to invite the governors of Connecticut, Massachusetts, New Hampshire, Rhode Island, Vermont, Maine, New Jersey, and Pennsylvania to participate in a Northeast Regional Health Insurance Compact Summit along with their respective health and insurance regulators, to discuss the feasibility of creating a Regional Health Insurance Collaborative that allows residents of participating states to purchase qualified health insurance plans offered in any member state.

Ensures Medicaid spending results in real access to medical care by increasing transparency in Medicaid managed care network adequacy reviews and safeguarding continuity of care in light of recent major provider network withdrawals.

Authorizes crisis responders assisting veterans and first responders in mental health emergencies to display a green flashing light.

Imposes certain sentences of imprisonment for offenses committed while using public transportation; creates the offense of reckless endangerment on public transportation as a class A-I felony.

Directs the coordination of policies and services of the traumatic brain injury program with the office for the prevention of domestic violence; includes the executive director of the office for the prevention of domestic violence on the traumatic brain injury services coordinating council.

Provides that the use of threats or harm to animals shall be considered a means of coercion or coercive control.

Prohibits the construction or maintenance of energy storage systems capable of storing more than twenty kilowatt hours within five hundred feet of a school or dwelling in a city with a population of one million or more.
