The Act allows DELC to waive some requirements for a certified child care facility. The Act directs ELC to adopt rules for the number and age of kids allowed at a registered family child care home. Says that a person may not claim a good effect on the environment from the person or the person's products or services if the claim is not true. Says that a violation is a bad practice under the UTPA and that the person can get sued for $200 for the violation. (Flesch Readability Score: 61.5). Prohibits a person from publishing or causing to be published an environmental marketing claim, net zero claim or reputational advertising that is materially false, misleading, deceptive or fraudulent. Specifies what constitutes a materially false, misleading, deceptive or fraudulent environmental marketing claim or net zero claim or reputational advertising. Punishes a violation of the Act as an unlawful trade practice under the Unlawful Trade Practices Act and subjects the violator to statutory damages of $200 if a plaintiff can prove exposure to the claim or advertising and that the plaintiff purchased a product or service from the person based on the claim or advertising. Declares an emergency, effective on passage.

This Act allows DAS to designate certain state and local lands within UGBs as home start lands for low cost housing. Home start lands are exempt from certain land use laws and exempt from property taxes for up to five years. (Flesch Readability Score: 72.7). Allows designation by the Oregon Department of Administrative Services of certain state-owned and locally nominated lands within an urban growth boundary as home start lands to be used for affordable housing. Exempts home start lands from local land use laws. Allows the department to transfer state-owned home start lands to a developer exempted from ordinary transfer processes once the lands are subject to an affordable housing covenant. Establishes the Home Start Lands Fund to implement the program and to provide loans and grants to develop affordable housing on home start lands or to provide public services for residents. Allows the department to collaborate with the Housing Accountability and Production Office and requires collaboration with the Department of State Lands to implement the program. Exempts home start lands from property tax assessments for a period of up to five years under certain conditions. Takes effect on the 91st day following adjournment sine die.

This Act updates the laws about how public employers should give priority to veterans when hiring for jobs. If they choose not to hire a veteran, they have to write down their reasons in certain situations. If a veteran or disabled veteran thinks they were treated unfairly, they must first try to solve the problem with BOLI before they can take action. (Flesch Readability Score: 60.3). Modifies law regarding the requirement that a public employer grant preference to a veteran or disabled veteran in the selection process for a civil service position. Requires evidence of eligibility and disability to be provided at the time of application. Sets forth processes for granting one or more preferences. Allows a public employer to exercise discretion not to appoint a qualified veteran or disabled veteran to a civil service position based solely on the veteran's or disabled veteran's merits or qualification in the final stage of the selection process. Requires a public employer to provide written reasons for not appointing a veteran or disabled veteran to a position under certain circumstances. Requires an aggrieved veteran or disabled veteran to exhaust nonjudicial remedies with the Bureau of Labor and Industries before filing a civil action for an unlawful employment practice.
